Rotterdam District Court is one of the eleven district courts in the Netherlands and hears cases at first instance for the southern part of South Holland. The district includes Rotterdam, Dordrecht, Schiedam, Vlaardingen and the Hoeksche Waard, amongst others.
The Rotterdam courthouse comprises two distinct buildings, connected by glass walkways. Together, they form the Wilhelminahof complex, an architectural ensemble designed to emphasize transparency and openness.
The buildings were designed by Kraaijvanger-Urbis and constructed between 1994 and 1997. Beneath the courtrooms building lies a cell block and a garage for prisoner transport, whilst above it, a striking floating copper roof marks the courtrooms as a freestanding volume within the urban landscape.
Rotterdam District Court handles a wide range of cases: criminal law, civil law, administrative law and small claims cases. The complexity of the metropolitan region means that the court regularly deals with extensive and legally complex cases. Although the building has an imposing appearance, court proceedings are, in principle, open to the public. Hearings are accessible to the public, thereby ensuring transparency and public scrutiny, a fundamental principle of the Dutch rule of law.
