The 5C1 Air Watch Tower stands on the Zwarte Pad in the Oostduinen neighbourhood of Scheveningen, in the dunes to the north of the seaside resort. The tower offers a unique blend of Cold War history and one of the finest vantage points in the Hague region. Visitors who climb the tower are rewarded with a panoramic view of the dunes, the beach and the North Sea on one side, and the skyline of The Hague on the other.
The tower stands on an artificial dune formed from the rubble of the disastrous bombing of the Bezuidenhout district in The Hague on 3 March 1945, during which the Allies attempted to destroy the V2 rockets. During the Cold War, 279 air-raid watchtowers were built in the Netherlands. The Scheveningen tower was built in 1953 and is one of only two brick air-raid watchtowers that were built from scratch at the time; all the others were constructed using prefabricated concrete lattice elements. This makes the tower not only historically but also architecturally unique in the Netherlands.
The tower has a square base, is 6.5 metres high and can be accessed via an internal staircase. The viewing platform at the top offers a wide, unobstructed view in all directions. During the Cold War, the Scheveningen air-watch tower formed part of a triangle with an air-watch tower in Zoeterwoude and one on a bunker in Noordwijk. Aircraft flying below 1,500 metres could not be effectively detected using the radar technology available at the time; this was done by ear and with binoculars.
The tower is managed by The Hague City Council and has the status of a municipal monument. It is occasionally open to the public during Open Monument Day. Apart from these occasions, the hill itself is freely accessible all year round and is a popular spot for walkers and anyone wishing to get some fresh air whilst enjoying the sea view.
